Request For Proposals - Child Rights In Sport Evaluation Contract

Overview

The Centre for Sport and Human Rights (Centre) invites proposals to provide program evaluation consultation and the development of evaluation measures for the Centre’s child rights project with host cities for the FIFA World Cup (FWC) 2026. The timeline for completion of deliverables for this phase is October 2023. 

About the Centre for Sport and Human Rights

The Centre was established in 2018 and its mission is to advance a world of sport that fully respects and promotes human rights by generating awareness, building capacity and creating lasting value through the responsible delivery of day-to-day sport and sporting events around the world. 

The Centre is a UK registered charity (Company Number 11422595, Charity Number 1187647)) controlled by a Swiss association whose Members and Permanent Observers include the intergovernmental standard bearers for human rights – the International Labour Organization (ILO) and the Office of the UN Commissioner for Human Rights (OHCHR).

Through the Association and its Advisory Council, the Centre brings together an unprecedented coalition of governments, intergovernmental organisations, sports bodies, civil society organisations, sponsors and broadcasters. Together we are working to achieve our mission through delivery of our strategy Convergence 2025.

Proposed Scope of Work

As part of the Centre’s child rights project with host cities for the FWC 2026, the Centre is requesting evaluation contract proposals to conduct Part A and/or Part B of the project:

Part A:

• develop a brief child-friendly survey companion to the child rights benchmark tool for adults (this survey will be for use by children and young people, with the goal of measuring child rights improvements in and through sport over time)

Part B:

• provide consultation and updates to the Centre’s project logic model and child rights benchmark tool*
• develop the evaluation plan
• design process and outcome evaluation measures
• make recommendations for datasets to include in the development of a data dashboard for and across cities

The contractor will work in liaison with Centre staff and report to the Senior Project Manager, North America. We expect the work of the evaluator to start by January 2023 and be completed by October 2023 for this next phase of the project. The consultation and development of evaluation tools can be completed ahead of October 2023 as available, if desired to achieve the final deadline for submission.

Timeline

• RFP advertised by 24 October 2022.
• Deadline for submission of proposals: 23.59 EST 22 November 2022.
• Contract awarded and work to start by 1 January 2023.
• Submission of final deliverables by 1 October 2023.

* The Child Rights & Mega-Sport Events Toolkit is a joint resource published by the Centre, UNICEF and the Office of the Special Representative of the UN Secretary-General on Violence Against Children. It includes sixteen benchmarking indicators that were updated after the Centre’s 2020 Scorecard provided to FIFA and host cities on child rights questions for inclusion. The Scorecard guidance was developed through a collective effort by more than 30 leading child rights and sport experts from around the world. The Child Rights Benchmark tool is currently being updated to integrate elements of the United 2026 scorecard, the Child Rights and Mega-Sport Events Toolkit, and the Promise of a Positive Legacy report to align child rights questions across additional human rights areas. The Child Rights Benchmark is being piloted in the fall 2022 with the four host cities the Centre is working with during Phase Two. Based on the pilot feedback the Child Rights Benchmark will be updated, and during Phase Three of the project the Centre will make the new Child Rights Benchmark tool available to all host cities.
